I am directed by the Marquess of Lansdowne to acknowledge the receipt of your letter No. 25515 of the 29th ultimo relative to a proposal made by Mr. May, the Officer Administering the Government of Hongkong, to banish from that Colony the Members of a Filipino Junta who are alleged to make Hongkong the headquarters of an agitation against American rule in the Philippines.
Lord Lansdowne concurs in Mr. Secretary Lyttelton's view that there are serious objections to adopting the course advocated by Mr. May, and he is of opinion that at any rate some official application through the Diplomatic Channel must be awaited.
